I understand your point and you are partly right but in a democracy where most of the voters are breadline farmers, then this money is used to literally buy the votes they need - hence their confidence in winning elections because who can out bid them for these votes? Perhaps 200 million people out of 1400 million can be persuaded using media but others can be bought with certainty for a relatively small amount per voter. This year it looks like some of that cash was funneled to the ECI to fix the EVM machines ( this method is even cheaper and more guaranteed )
