Nah The men in this video are reservists who have been transferred to the reserve after completing their military service, and they have more freedom of dress and hair than active-duty soldiers because they have their own lives in society and come together on military-scheduled training days.

Since the military uses a combination of active duty and reserve forces for local defense, most men in South Korea are obligated to participate in annual reserve drills. This is all done in order to efficiently complete the military's maintenance by defending their respective hometowns and, more importantly, to have a quick combat readiness in the event of war.
