I don't know if it's the same problem, but here in France, we have biiiig problems loading videos on youtube for a while. Like sometimes you can't see a single 240p video, and a few hours later it goes 1sec loading in 1080p. It has been known for some time that some ISPs are limiting bandwidth for their users on youtube videos. ISPs wants youtube to put funds for it, youtube wants ISPs to do it. But atm, we're all screwed up.
