Why we say "we would not reject the H0" instead of "we accept the hypothesis H0" ? Thanks

It's the same thing, but usually the question is "do we reject the null hypothesis?", therefore most answers are "we don't reject the null" or "we reject the null hypothesis".

How do you find x for which you have 5% left at the tail? Do you solve the equation integral = 5% and then find the answer by checking a normal distribution table?

Probably first checking the standardized table (of Student t distribution, since the variance is not given ) for for the value of t at p=0.05, then estimating the expected variance, s^2 ,and finally calculating x as follows , x(0.05) = s * t(0.05) + x_bar.
