You can know if you won the cookie if the soulstone that appears before him is locked or not (when i won my flour cookie the soulstone was unlocked before i get her in the same 10 pull)

9:20 Fun fact: if you get a soul stone before the cookie and it doesn't have a lock it means you've unlocked them in the ten pull, so just by this fact you can determine weather to get your hopes up for the epic+

I recommend using normal or special gacha before you go spend on any beast gacha I always did this trick and I usually use 30k gems and use after using 30k gems I'll go to the beast banner and get the beast cookie in the first 10 pulls
