It is awfully confusing to what she is in this game she has Lana as one of her enemies and Lana is a good guy or gal uhhhhhhhhhh well more accurately the good half of cia But she still battles zant in this so probably somewhat neutral I looked her up on the zelda wiki didn't state her aligence or however it is spelt but I am going to assume it is neutral.
