It is called SEWER BACKUP. When a great amount of water is contained in any sewer with a great amount of pressure, where at a point of time it will let go and drain out. There are occasions where, it doesn't matter if its raining or if its a normal day, sewers would burst out water at any sec. These can happen anytime, any day.
