It's hard to say what happened here, but one copper tells another copper, keep an eye on that woman (possibly she was a nice woman and he's worried for her safety), and anther copper gets the wrong idea and thinks he means she is a threat. The problem with Police is that they take everything as a threat, whether its a question or a bit of helpful advice, and the public have no rights to question their authority. You try making a complaint about the Police for wrongful arrest. There are 5 Police around you, no body cams switched on and you have been arrested in the "vicinity" of a riot. I'm not British, but I am a woman who can relate to much of what she described. I was moved to tears when she started crying. My heart went out to this woman who just wanted to be kind and give a treat to policemen. She didn't realize that the world around her had already changed. Sad. She is very articulate and relatable.
