If EU and American organizations chose not to fund NGOs because of the disclosure laws, its because they are violating international law of not interfering into foreign countries. its not EU "expansion" if countries apply to join. Russia is not a european country btw. Take a look at a map, most of Russia's enormous land mass lies in Asia. Also, European countries are democratic, whereas in Russia, political opponents end up dead or in Prison.
