I dont think Richmond is the hardest city... it has a good geography, such as it has bays (could have new buildings, malls or recreational parks) and it is located not too far away from SFO. What made it hard is people. I persnoally dont mind gangs as long as they do not bother normal people, but only mind their own business. If people in poverty get themselves think and work, the city could ve been better. The Ferry service will begin near Fall in 2018. There are always improvements and progresses. I really dont think the city is a hard one. I am an immigrant live here in Richmond, and I love Richmond city.
