As someone who has read the light novel and manga, this comes off as a bit rushed but they aren't really cutting stuff. An example would be Cid's dinner with his sister. He treats her to a nice dinner at a Mitsugoshi restaurant to celebrate her winding the God of War Festival last season. They upgraded him to a VIP table and gave them one of their more expensive meals for free even though he asked for their cheapest table and their cheapest meal. The fight with Crimson was longer, if you could call it a fight. Shadow kept slicing him to pieces and the man kept getting killed before he could finish his sentences. Eventually, he stopped coming back to life.

Shadow may wish to fight the Blood Queen but keep in mind he isn't in the loop on things. Publicly the Blood Queen is still around, and Crimson is keeping her death a secret. He doesn't know this whole thing is an attempt to resurrect the Blood Queen and he assumes she is wandering around the tower somewhere, checking the top of the tower because that is the stereotypical location for the final boss to be.
