the reason your wheel was missing after loading the save is because it was from an AI car and AI parts despawn after loading a save

Someone's probably mentioned this already, but if you steal & use parts from one of the AI cars, they will disappear the next time you restart. Probably because the AI car parts weren't a part of the original game. Only steal parts from official cars you find in the locations. 😀

Parts from AI cars dont save. So since you took a wheel from the cop car when you loaded back in that wheel was no longer there. This is also why you keep losing headlights, you only take them from AI cars. Very annoying, but I guess it makes sense since they are mods. Its also why there are 2 physics guns in the mod shop, one doesnt save.
