It’s supposed to belong to the one deemed leader of the Mandalorians, so the reveal is that the bad guy has their most important weapon. It also, according to the story, must be won in combat. Its past history is more complicated. We learn more in Clone Wars/Rebels.

The reason the other mandalorian was pissed at Mando when he brought back all the beskar is because it was made in an imperial refinery and he was in dealings with fallen empire members. The empire decimated mandalore during its time, so what the big mandalorian sees is one of his brothers in arms dealing with the people who nuked their planet and getting ill gotten gains from their home world through them.

Mandalore is a historical figure, he discovered a planet that was home to the only known source of beskar in the entire galaxy and he sought to mine it and use the precious metal to forge armour and weapons with. The Beskar planet was renamed Mandalore in his honour and became the home base for the Mandalorian raider clans. The successors of Mandalore the great carried his name as a honorific title of leadership and their followers were called Mandalorians. in legends continuity and also in current canon Mandalorians had once been dangerous adversaries of the Jedi and the earlier incarnations of the galactic republic.

This is about “9ABY.” 9 years after the battle of Yavin, when Luke blows up Death Star #1. End of episode 4. The Empire ends in 4ABY, so it’s been 5 years since Return of the Jedi. Death Star blowing up is 0BBY. That’s what the fans used to create the calendar timing. BBY- aka Before the Battle of Yavin. Episode 1, prequels takes place 32BBY. Clone Wars start in 22BBY… remember Anakin is now 20. Luke, Leia, and the Empire are born in 19BBY, Revenge of the Sith, so they’re 19 in A New Hope. “Obi-Wan Kenobi” takes place in 9BBY, so they’re 10, and Rebels starts in 5BBY.
