They might be fabric recyclers. Shops send their unwanted clothes to be recycled, the ebay store earns a bit of money to recycle them but sells them instead for a bit more. Fabric isn't worth much, so selling it in a bundle of clothes is probably more profitable. Plus it clears up space for more clothes.
