Try spraying ether into the cylinder ends before you remove them for repacking. Put the spray straw on a can of ether and place the spray straw under the wiper seal and cylinder rod. Spray repeatedly while moving the cylinder up and down. The either will cause the dried out seals to swell back up. An old mechanic taught me this trick and it's not guaranteed to work, but worth 5 minutes and a $4 can of either. If the seal is cut, it needs replaced but if its dried out, this may work and same you the time of repacking.
