I'm looking for a mod that in the space phase will add dialogue options when talking to people, help with an invasion, attack an enemy planet (I believe Spore is underdeveloped, allies can be asked to attack an enemy planet, but your empire cannot be asked for help). I am also looking for a mod that will allow you to create your own space fleet like in Star Wars and build a planet defense force (production of planes that will defend the planet)

there is, but most of them are small tweaks to the graphics or parts packs, or bundles like in the case of Dark Injections, it's a bundle of about 15 mods.
