If the club wouldn't transfer you the player because of the squad depth, you can swap a player w the club in that position. For example in this case Rico Lewis is an rb and if you swap a random rb ( I recommend get a free agent player ) to a lower value player of Man City that they would want then Rico Lewis will be available for you. This always worked for me in FC24 but I haven't tried it in FC 25 but I think it still should work.
