That guy 'just standing around' is the chief engineer on the project and needs to make sure everyone else is doing what is necessary to get the job done efficiently without accident. (He can probably do each job himself if he has to intervene.) Supervision is a real job.

Never know if someone is a trainee and needs supervision as people do leave positions and they would need replacement people. Don't want a complete newbee to do the job alone.

I understand these pointers are needed. To be honest these gates are held on by 2 clamps with 2 bolts on each clamp. It's the most simple system. I could do it with a crane. I just find it funny.
