This one just feels awkward in the waistline and how the skirt puffs out so much. I’ve seen plenty of lolita/jpop-style dresses with big skirts but their waistlines don’t have a weird downwards scoop. I think the top half is trying too hard to look like a polo shirt for such a frilly skirt, too, which makes it feel odd. I’d say if you want frills, go for it, not this ‘half button up polo half tutu skirt” thing. I just don’t think it’s her most flattering dress.
