Ive been working in the video-game industry and for the weird add part I can confirm that the developers have little to no involment on those ads. They are usually third party companies that do those kind of scummy misleading ads because their "data" (on this they both agree) shows that the more bs the ad is, the more clics aka engamgment gets. You could even get a Clash Royale add with a pokemon style gameplay and sometimes they dont even necessarily check all the ads before they are out there. Not that they care as long as it translates to clicks, engament,more downloads.
