I'm actually finding that Neeko could be a kick ass split pusher. While you're disguised as a minion, you don't appear on the mini map, so if the enemy thinks that you have backed or you're roaming you can disguise yourself as a melee minion and just push. I say melee because you have much better attack speed and the travel time of caster projectiles is so slow that it's actually kind of funny, and actually kind of fun to just play as a caster in lane. The way Riot balanced this is to make it so attacking towers will reveal her, but you can just turn back into Neeko or another ally champion (or an ally's pet), OR you just stay in minion form and do a subtle proxy. I actually think building tank on Neeko is pretty fun, and you can absolutely proc Heartsteel AS a minion, which is hilarious. I'm not really sure how well it will work as a top laner, but you can genuinely just use her passive to hide how much health you actually have, which makes it difficult for your enemy to know if they can legitimately trade with you.
