Right or wrong, It’s been done that way since the original production. It’s not necessarily fair to blame actors for directorial decisions. (And I think that Harold Prince knew what he was doing.)

Perón's accent was purposely done to give him a touch of German dictator or at least sympathizer. A subtle way to influence the audience.
