CHRIS. BABY. You can use QTIPS to apply the color, that’s what us hair stylist do when we want to have structure/detail when we are color something like this. Also boar bristle paint brushes work as well. Also, the “white” you used has developer in it so if you put a semi permanent on top of it it will not grab and turn your color muddy.
