If that's the case then I think my idea about it being whoever Zoraxs as well is also true (I say this because at the end of 2 they say if you survive the elevator fall, they'll be in touch), given at the end they say "There's nothing left worth saving in the Agency, I should know." If both theories are correct then Likely Zoraxs/Vetti is less dedicated to taking over the world and more hurting the agency, possibly because of some mission they sent her on which almost killed her, and didn't care much.
