He has his own cook, the presidential administration buys everything necessary for the functioning of the head of state, the president's escort cars are the Federal Security Service, professional bodyguards, the best of the best, including the best drivers with special training no worse than rally racers, and the streets are blocked by the highway Patrol service (special police department of the Ministry of Internal Affairs).

Hello there) 1) Putin's residence is outside of Moscow, Kremlin is his workplace. So this happens every time he moves to/from the Kremlin or goes to any official event in Moscow. He used to fly the helicopter a lot, but I haven't seen those special helicopters for years now. 2) There's a dedicated government service for providing security to the highest government officials - Federal Guard Service(FGS). So all the guards and drivers in that security detail are working for FGS. You can see a couple of police cars(white with blue stripe) but they are not technically part of the motorcade.
