The "green stuff" sprayed on planes is typically a type of anti-icing fluid, often called "Type IV" fluid, which is dyed green to easily identify it and ensure a consistent application; it's used to prevent new ice from forming on the aircraft after initial de-icing, especially when waiting on the tarmac in cold weather conditions
