Yeah, Steve is a resource character. If you're gonna play a lightweight against him like Jigglypuff, you need to go full force aggressive. Other, heavier characters can back off, or bait Steve into wasting resource, but a lightweight like Jiggly just has to suppress Steve every second or get outpaced. Edit: Also, Dabuz definitely played this sup-optimal. Minecart is VERY expensive and uses huge amounts of resource, yet he uses it all the time. Keep in mind that Steve's entire playstyle is resource-management. The most basic strategy would be to mine, knock you away, mine, knock you away, craft, knock you away, mine, etc... until you can't recover. Dabuz did do that for a while, then he appeared to get bored and started wasting resource. Mark my words: barring some shenanigans of coding, everyone will fall into this pattern with Steve eventually.

For those of you who don't know, Steve can end his up-B early by pressing shield/grab. This destroys his wings and lets him keep some momentum. This actually gives him significantly more reach towards the ledge (in fact, had Dabuz used this at 13:26, he would have lived).
