He's not an offlaner like DK or Tide or Seer or some other tanky melee hero that is clearly offlaner, but I'd say that the range he has on stroke of fate makes it acceptable, especially as a 4 not so much a 3. Just have to have proper positioning

As a warlock support and my Offlane was Dark seer when seer tries to vacuum the creeps and the enemy hero it pops the creeps and just melts the enemy here with imps like butter and just chases them with ion shell
