So I'm going to be a nerd about the electric shock thing: technically speaking yes completing a circuit like that can stop your heart but with a charge that low you need to have either an underlying issue like an abnormal rhythm or something like that. Alternatively the shock can catch you at the wrong time in your heart rhythm and cause an issue but the odds of that are extremely low, it has to be the exact wrong time. So TL;DR the odds of a device with that low a charge stopping your heart are low, but never zero
