I think it depends on an enemy line up If more squishies, full damage If more tanky, then cdr to annoy them It's my opinion)

Actually it depends on the player's playstyle. Based on my experiences, Enchanted Talisman is necessary for Kagura. You can make different plays with it. And with the CDR build, you can still burst down non-tank heroes.
