I thought the exact same thing. If you read Dr William Peppers book A plot to Kill Dr King.. you’ll see agents are always wearing something to identify themselves as “friendlies” so other agents don’t shoot them. For example when Dr King was shot everyone without a tie on was cooperating with the government including Jesse Jackson. I believe JZ’s chains served the same purpose for the people that shot DeHaven.
