In the UK it’s expected for the kids to attend. It means they can understand how to progress and how they’re doing and can communicate with both the parents and teachers in one place.

I think it depends on state, because in my state, the kids can attend. If they want to or they don't have to, but it's more likely if they do.

Here at my kids school (Norway) it depends on age. In 1st and 2nd grade it is just the parents, but from 3rd the kids can attend and it is recommended. From 5th their attendance is mandatory.
