two trinkets i recommend for distracting are dog plush and alarm, as alarm increases walk speed by 10% during panic mode for 10 seconds which 10% is how much speed the twisteds gain during panic mode. dog plush also helps way more than speed shoes by boosting your speed by 10% for all times. for flutter, her ability is usually only used for getting out of situations or into the elevator, so these are needed for every distractor

I play Dandy's World often & main Goob a bit myself. Not all Goobs are bad, I try my best to not have twisteds run into others but it's hard sometimes when toons with low stealth like Teagen, Brightney, Glisten, etc. Who aren't built for distractor roles get too close to where I'm distracting & end up either getting me hurt trying to get the twisted back onto me or get themselves hurt. It really all depends on the player behind the Goob. Some players are actually really competent Goobs while others are better off being another toon entirely, away from the distractor role.

Note: To add to my og comment, it also helps to communicate if you're gonna distractor or be a backup distractor to the group you're playing with. People often read it & understand that you'll be distractor. Sometimes people say they're gonna be distractor but they don't do their job & are found at a machine extracting ichor.
