Pekoe is Chinese, not Japanese :) Pekoe's default clothing is a cheongsam, the one of the traditional clothings of the Han Chinese, and her furniture set resembles Imperial Chinese designs. She's my favorite villager because of this! As a Chinese, I'm a little sad that there aren't a lot of Chinese villagers and items in the game. But that's ok, because Nintendo is Japanese so that's why there are more Japanese items haha.
