I think that was the right move by Jagex making the target freeze as they go to the next floor. It was stupid when you would land a freeze, they exit the cave/go up ladder and are immune to freezing and free to run.

If you're looking for another skull trick - bring 2 accounts to Undead Pirates and look for Venator Bows. Account A attacks the venator bow while looking like a free kill, B just stands near A. The bouncing arrow, if Skull Prevention is off, will skull the target.

Could be, or he could just be on a good ping and really fast overhead switcher. Eliop didn't 1 tick any attacks. If you look at 3:27 after claw spec and 3:41 you'll see him pray something else than the weapon equipped(of course it could be autopray based on gear and not weapon). It could also be old-fashion prediction. Against good players that 1 tick all their attacks you'll never nail an overhead without prediction.
