Gragas W is pretty busted but old Gragas W was arguably even more busted. I remember when people would start with a level in E then W at level 2 and their starting item would be a red elixir that at the time gave you a pretty big amount of AD for a few minutes. Combine that with Gragas old W which also gave an insane amount of AD and you'd just outrade everyone by E'ing at them and autoing them once or twice.

Without knowing for sure maybe he’s just gold hungry? Like he really wants the gold for the stats to snowball. But I guess you could say the same about something like a Lux support. Or maybe it’s got to do with him having sustain built for a laner or the fact that his hard CC is kinda limited and his poke isn’t as strong as something like Lux. His only hard CC is melee range and he doesn’t really have it on the level of an engage support. So outside of ult you’re kinda playing Lux with worse poke and melee CC You could probably make it work though, in lower elo if nothing else.
