Cody, the reason the chaotic legging haven't charged much is because they are only charging while you are in your pocket dimension. Whenever you leave the pocket dimension, it unloads and nothing happens. If you want the leggings to charge, you will need to stay in your pocket dimension until they charge.

To get any item (with it's nbt data) you need a creative chest (I think you need to be in creative) or you need the final star from the project EX add-on although the emc value for the final star is insanely high
