Don't say they dont know ENGLISH. The issue is that they don't prefer using English for communication. How can you say they dont know english while all secondary education to universities use english for learning and teaching. JUST WHY YOU SEE THEY UNDERSTAND YOU WHEN YOU SPEAK ENGLISH
