Attachments have nothing to do with it. You aim for the chest or higher. But with the locus there is still a chance you get a hitmarker.

Stuttering at the beginning of the game may be caused by having the game installed on a slow hard drive. I had that problem and bought an ssd and installed black ops 3 on that and all the stuttering I had was fixed.
