I have 2 questions is it possible to put a custom steering wheel on this base, and if it can't be done can the pedal shifters be taken off?

There is no custom steering for PXN V99 AFAIK. Sure you can separate them and connect via USB

if you are asking about PXN App settings you can maybe reduce the spring or inertia
