I am from London England. I rode on an Amtrak train from Virginia Beach Florida to Washington DC. Some years ago. I meet these guys, six of them, who were on their way home after 6 months of deep sea fishing. & they gave me a Budweiser and talked all about their sea life. The dolphins that follow their boat and their deep sea diving in their own time and what they saw. I got it all on a cassette tape. I ask if they minded me recording the conversation so I could keep the memory of it. They did not mind at all. Such nice people.

Places where snow storms are common are different. Different places in the world are, well, different. It's silly to expect everyone to have the same preparedness for every eventuality. For instance, when Hurricane Sandy caused all that trouble in New York and New Jersey, everyone who lived in places where they saw hurricanes often would deride the people who were not prepared. Again, that's silly.
