He is lying. The law "No Child Left Behind" allows a kid to get through every grade without doing any work only if the parents don't want them to stay in the grade. It all depends on the parents decision, but the one grade you have to pass with good grades is Senior year a.k.a your graduating year. They can't just let you graduate because they don't want you there.
