আইএমএফ’র ঋণের শর্ত অনুসারে, আগামী জুনের মধ্যে ৩ বিলিয়ন ডলারেরও বেশি বৈদেশিক মূদ্রার রিজার্ভ বাড়াতে হবে। দাতা সংস্থাটির সাড়ে ৪ বিলিয়ন ডলারের ঋণের দ্বিতীয় কিস্তি পেতে বাংলাদেশ ব্যাংককে এই শর্ত অবশ্যই পুরণ করতে হবে। সংস্থাটির ফর্মুলা অনুযায়ি, বর্তমানে বাংলাদেশ ব্যাংকের নীট রিজার্ভ ২০ বিলিয়ন ডলার। যা দিয়ে ৩ মাসের আমদানি ব্যয় মেটানো এবং অভ্যন্তরিণ বৈদেশিক মূদ্রা বাজার নিয়ন্ত্রণ করা সম্ভব। তবে বিশ্লেকদের প্রশ্ন, বর্তমান পরিস্থিতিতে বিভিন্ন দায় শোধ করে জুনের মধ্যে ৩ বিলিয়ন ডলার রিজার্ভ বাড়ানো সম্ভব হবে কী?

আইএমএফ যেভাবে বৈদেশিক মুদ্রার রিজার্ভ হিসেব করতে বলেছে সেভাবেই করা উচিত। দেশের অর্থনৈতিক অবস্থা স্থিতিশীল ও বৈদেশিক মুদ্রার রিজার্ভ সন্তোষজনক পর্যায়ে রাখার জন্য যা কিছু করা দরকার তা এখনই করতে হবে। আগামি ২ বছর ব্যক্তিগত গাড়িসহ সকল বিলাস দ্রব্য আমদানী বন্ধ এবং ননএসেনশিয়াল দ্রব্যাদির আমদানী নিরুৎসাহিত করতে অধিক হারে কর আরোপ করতে হবে। খাদ্য দ্রব্য, কৃষি উপকরণ এবং শিল্পের যন্ত্রপাতি ও কাঁচামাল আমদানিকে অগ্রাধিকার দিতে হবে। জনতুষ্টির জন্য গ্যাস-বিদ্যুৎ এবং শিল্পজাত রপ্তানি পণ্যে ভর্তুকি বন্ধ করে দিতে। হতদরিদ্র ও দরিদ্রদের জন্য বিশেষ কার্যক্রম বাস্তবায়ন করতে হবে। সরকারি ব্যয় কমপক্ষে ২০-৩০% কমাতে হবে। সরকারি অফিস ও প্রকল্পে গাড়ি ও এসি ক্রয় ৫ বছরের জন্য বন্ধ এবং সরকারি গাড়ি ও এসি'র অবৈধ ব্যবহার বন্ধে কঠোর পদক্ষেপ নিতে হবে। অর্থনৈতিকভাবে লাভজনক না হলে কোন প্রকল্প গ্রহণ করা যাবে না। আইএমএফ-এর ব্যবস্থাপত্র অবশ্যই মেনে চলতে হবে অন্যথায় আমাদের অবস্থাও শ্রীলঙ্কা ও পাকিস্তানের মতো হওয়ার আশঙ্কা আছে। অতএব এখনই সতর্ক হতে হবে।
