I have a feeling my grandmother used to have a pair of Christmas elves of similar construction! 😂 As I recall they also had plastic doll heads with pipe cleaner limbs

SAVANNAH! hopefully you see this, but I took Japanese several years ago. I forgot a lot of my kanji but I know how to look them up. It'll probably take me awhile but I have the first line translated for you: "start work on the torso, overlapping/piling tissue with the over garment and fasten them onto the sides/underarms." It's still v vague but hopefully makes more sense than the Google translate 😅 It might mean that it wants you to layer a tissue like bit in the kit with what you want the outer fabric to be and layer them and fasten them like a strapless dress for the first step?

To take away shine you can mix cornstarch in a brush on sealant and brush it onto the face. Test on a different doll to make sure it doesn’t leave brushstrokes but I’ve done this on crafts and it works! You might be able to also spray it let it mostly dry so it’s just a little sticky and then brush on cornstarch. I haven’t tried this though so again make sure to test 🤞

She’s cursed AND adorable! I want to make a pipe cleaner lady now. I think she would look slightly less cursed if she had felted limbs. Then you could use matching wool to cover them or lean into the vintage look and cover them in old stockings or nylons to look like Bradley/pose doll limbs. Ooh! Cheap candy stripped Christmas socks they would look really cute as leg covers. Or you could twist more pipe cleaners together for thicker pipe cleaner limbs.
