Icelaglace should team-up with the FusionFix team. The only deal-breaker in iCenhancer is the brutal z-fighting. FusionFix team already fixed this issue. Once these two monumental mod found a way to mix them, it's gonna be ground-breaking.

I have mine moded and I have severe Z-fighting however I can't also use FusionFix or better I have a very old version of it cause now they have so many stuff that breaks my damn nice water and many other custom stuff I have and I don't see an option to disable those stuff. Also even with their latest fix that I just tried yesterday I still get a bit of Z-fighting, just works quite better but still not perfect. Same with DXVK I'm using a very old one and the later versions also break my damn nice water shaders even though it seem to work fine with FusionFix latest water...

To avoid paying into any Patreon's my go to graphically has been combining HD Roads by DKT70, Autumn Vegetation Textures by BisonSales, RealityIV 2.0 by DKT70, IV.Project2DFX by ThirteenAG & Reshade Post Processing. Combining all of those is the closest way to produce graphics like ICEnhancer & In some aspects it runs smoother too depending on your hardware specs & how you configured your Reshade Preset. It's basically the FREE Lower End Remaster Method.

one thing that i dont like about iEnhacer is the color correction, which leads to an overhaul change the to game's lighting and atmosphere. i prefer the original lighting, but anything except that one is a major improvement to the game itself. i suggest you to try ultimate textures V2, it applys more realistic tone to roads rather than the clean road from the original file textures.

Honestly the fixes brought by Fusionfix, VariousFixes and simple timecyc mods makes me not willing to use ENB anymore. Especially since I've heard fusionfix working on SSAO and godrays. I can't stand the texture z-fighting and other stuff that isn't possible to fix with ENB. It looks good for screenshots, not for playing the game. Slap some DXVK since you don't use ENB so why not use Vulkan instead and you have the best gta 4 port with the best performance. Also another good mod is restored trees. If you drive around the city you will find slabs or holes of where trees should- and used to be. That mod restores the beta trees for those areas which looks better.

Get the Revamped IV Weapons overhaul which gives the guns the best realistic attributes like higher fire rates and damage. There’s also the Revamped Weapon icons. I will be updating both of them soon, yes I did create them. Enjoy!

The game could use the “Demon Souls” approach and be rebuilt from the ground up. This will allow for the addition of animals and bicycles, for instance. The LCPD Vapid Staniers should be updated to look like the models used in GTA 6 with regard to the Leonard County Sheriff’s Vapid Staniers. All of the traffic signals in Algonquin and Bohan as well as a few signals from Broker and Dukes should be remodeled to better reflect actual NYC traffic signals. The game itself has already done this in East Island City and Meadow Park. The Alderney State Police need their own vehicles.

Something that this game is missing to me, is huge crouds. It would make the world so alive. But unfortunately there is a limite for textures streaming as you say. Who knows maybe modders will find a way to bypass the limit to increase the amount of pedestrians. And maybe texture limit.

Ok but what about the performance and what are the pc specs you are using? Because even with a current mid range pc (i5 12600, RX 6750 XT, 16gb 3200Mhz ram) and mods for stability (the video you referenced with the 4 mods) the game still had moments going down to 30fps for me.
