I think Oogie's legs should be part of the torso mold, maybe go for big fig scale since he's pretty big. Also I think the Mayor should had been a minifigure. Just give him the small posable legs and I think even a regular minifig head would had worked, but alternatively maybe see how a unique cone shape head piece would had look. That would just leave the long top hat, which could fit on any minifig head.

Honestly, I’m a bit surprised that LEGO didn’t give Lock, Shock, and Barrel masks on the reverse sides of their heads. I think that would’ve been the best way to implement them while keeping the new mold count down.

The minifig for Oogie Boogie is good, but it looks a little bit too round and doesn't fit too well with Lego's style, the body piece could use more edges (not sharp edges) like how Lego does most of its molded animals and dinosaurs. good luck with your next creation.
