At 2:50 That ceiling bit.... Latex paint will do that. We had a bathroom on the second floor that got a leak, and we only found it after the latex paint bubbled like that. Latex, as you know, it like rubber, so in paint, it still acts like rubber. Fix the leak, pop the bubble. the paint will dry. But, you will probably have to repaint.
