I'm sure you figured this out by now ... There was no Prizm draft picks retail so they had the retail autos still printed so that's why they made it 4 autos per box instead of 3 so every box gets a 22 PRIZM draft auto

you're correct! Panini doesn't have licensing to all colleges, so some of them like Kentucky and Georgia are unlicensed (which kinda sucks)
