Relatively new to Dayz and I noticed the gun raise bug too, I thought it was due to my barrel being against the wall when looking through windows but it seemed so unnatural that I would be able to look outside (and possibly get headshotted) but not return fire. Some servers seemed to be different. Now I know why.

Yeah vanilla gun raise is pretty terrible in some areas and doesn't match up so a lot of servers use the 'no gun raise' mod, not a perfect solution but better than vanilla gun raise!
