You should try underwater labs. They are crazy rich in loot and scrap and SUPER safe with the biggest one having only UP TO 9 scientists. and the loot respawns there while youre roaming the labs. Everytime i go there, green+blue cards needed only and 1 fuse. do the rooms take all loot. run around from pod to pod everywhere, the loot will respawn and redo all cards again... its MAD.
